Hi Ptjt78, We didn't hire a 4WD, and we managed to drive down every road on the map, although two of those roads were impassible when wet. I'm not an expert on Norfolk Island but i would say you won't need one, unless you are specifically going there to 4WD. The trickiest road we drove down was Rocky Point Road, to get to the Crystal Pool area, but you can park at the top and walk down if need be. Enjoy :-)
