Where do you view them?

Best spot is from up top looking over the city and view the Yellowstone river. Some nice walking trails and interesting points of history associated with the Rimrock

As you drive to Billings you are viewing the cliffs or Rimrocks. You can drive up to the top and view the city. Be sure to read the history of how and why they are there.

You drive to a parking lot and then walk. You are already at the top. It's not a hike up to the top
