Hi. You need to book for the Bundestag (and take photo ID with you when you go) in advance of your visit. The Brandenburger Tor is available all the time. Gendarmenmarkt- the buildings here (Konzerthaus and German/French churches) open during normal attraction hours (9am-5pm).

I dont recall seeing them when I was there, there are tanks involved with the Soviet memorial just up from the gate.
