Is this zoo good to visit in winter, or would we get too cold walking around outside?

I actually do not think they have active hours in the winter?? I could be wrong, but YES you would get to cold walking around in the winter as most all attractions are outside.
At what time are the most animals out? We wanted to get to the zoo right at 9am, but were curious to know if most animals will still be in their enclosures at that time?

We just went last weekend and got there around 9:30 and pretty much every animal was out.
