I can't say for 100% positive, but yes. There are very few people out at 7am.

Can't walk on the beach the whole way because there is large rock outcroppings between Madera and La Ropa, but can walk the streets to La Ropa.

I’m not sure about the snorkeling but I think I saw some people doing it. There were a lot of kids in the water, usually with parents, however. The waves don’t get super high but they’d probably need supervision. The sand is beautiful for building castles; if I was a kid, I’d spend hours playing in the sand.
