There are several places in Panama City (45 minutes east of Destin) with 4 hour tours. Check out waterplanetusa's site for details.

I would say yes. According to their site... ....take reservations over the phone, or you can book at our location on Destin harbor. It is important to know that parasailing is weather dependent. If weather conditions mean that we have to reschedule the time you reserve, we will do everything we can to make sure you still get to enjoy a parasailing adventure while you’re in town. If you must reschedule or cancel, please give us at least two days notice.

Around Destin, nobody is going to guarantee that you are going to actually swim with dolphins so they don't package it like that. We were staying near Destin on Okaloosa Island and reserved a spot with Blue Dolphin Tours and my wife and sons swam with the dolphins and loved it. Again, they don't guarantee it, but they try really hard to make it happen and know what they are doing. You can spend $49 per person for the 1.5 or 2 hour trip, but we rented the boat for $249 so we could fully enjoy ourselves. They only take six on the boat.

Swimming with the dolphins is at the Gulfarium and it's $155 for about 20 minutes. This doesn't include the price of park admission. The price for parasailing is $35/person and you are "in the air" for about 15 min. I didn't notice the price of the jetskis or if they had any package deals. Sorry. I hope this helps.
