No. There are a lot of stairs in the shrine and it is uphill getting to the shrine.

If your pet can climb almost 100 stairs, then no reason why your pet shouldn't enjoy the shrine. I don't recall seeing any notices that pets were not allowed!

I would allocate at the minimum 30 minutes, if you are planning to climb to the top. There are a lot of very ineteresting pictures and articles to see and read in the stairwell and in adjoining rooms on the way to the top. Then, when you get to the top, you will want to spend more than a few minutes taking in the spectacular view!
