The Southwest Monsoon (Habagat) is affecting Northern Luzon on Sunday and will bring rains over several areas, PAGASA said in its weather forecast. Ilocos Region, Batanes, and Babuyan Islands will have cloudy skies with scattered rains and thunderstorms due to the monsoon.
