The bandwidth of this kind of data could be really low, as not many symbols/second would be needed to transmit. RF is the easiest, sure. But stuff could be done with sub/super sonics, visible light ...

I'm a little surprised that the story is only about "amateur" cheaters using technology. They are just easier to notice because they don't know how to conceal cheating. I'd bet anything the "good" ...
