City council in Rock Hill South Carolina voted to lower the speed limit from 35 mph to 30 mph on residential roads and neighborhoods.

Rock Hill could annex a 200 acre site just outside the city limits where the Carolina Panthers may one day move their practice site. The Charlotte NFL team could add hotel, restaurant, other growth.
