Carroll County opens libraries and community senior centers as warming centers for those facing extreme cold and wind exposure.

Connecticut warming centers were funded by COVID-19 relief dollars, which are set to expire. Shelter organizers are worried about how they will keep their doors open.

Though the City of Houston declined to open warming centers during this week's cold snap, several nonprofits are offering resources for Houstonians in need. The big picture: Overnight temperatures must reach 24 degrees (or 15 degrees with a wind chill) for at least two hours for the city to open the centers,

Roughly 20 sites across the city are open during the day, during the night or 24/7. City officials say everyone is welcome.

The city only opens warming centers when temperatures dip to 24 degrees for at least two hours. Instead, the Mayor’s Office of Public Safety and Homeland has been coordinating with private facilities.

Philadelphia has opened 20 new warming centers for people who need them during the city's Code Blue emergency. While the snow has moved out, bitterly cold temperatures and biting winds have moved in.
