Over fierce objections from homeless advocates and service providers, Fremont, the Bay Area’s fourth-largest city, has adopted one of the strictest encamping bans anywhere in the region and California.

The ordinance, which allows the city to fine those who help the homeless and makes it illegal for homeless people to camp on public property, was approved in a 6-1 vote after more than two hours of public comments.

Outreach workers in the California city of Fremont worry the new homelessness ordinance could target them, despite assurances from the city.

The action by the city of Fremont, California, comes after a Supreme Court ruling in June that emboldened communities across the country to limit protections for people without homes. The court’s decision in Grants Pass, Oregon v. Johnson lets cities ban homeless residents from sleeping outside, even when a community lacks indoor shelter beds.

The move follows a landmark U.S. Supreme Court ruling this past June allowing local officials to ban people from camping in public places. Fremont’s measure could be the Bay Area’s most aggressive response yet — potentially setting a precedent for other cities.
