Police said the man, who is believed to be in his late 20s or early 30s, was wearing all black clothing, large, round sunglasses, and what was described as a “Rasta-style” hat.

The man, described as a bald black male aged 30 to 40, was captured on camera in east London pulling a hat and wig from the front of his trousers before putting it on his head.
