Detroit Mayor Mike Duggan on Friday proposed a 3-mill property tax cut and boosts in spending for bus and homelessness services while presenting his $3 billion budget for the next fiscal year. Duggan told to City Council members that the millage reduction would mean a property tax cut of $150 a year for a $100,000 home in Michigan's largest city.
