In the past, the EU has not hesitated to try to apply European law to tech companies. Over the past decade, for example, Google has faced three fines totaling more than $8 billion for breaking antitrust law (though one of these fines was overturned by the EU’s General Court in 2024).

Viewing Elon Musk’s recent forays into (electoral) politics in Europe primarily as a geopolitical wake-up call to European leaders, our analysis focuses on the promise and relative weaknesses of law and policy solutions as well as institutional arrangements the EU has put in place to protect European democracies from foreign interference.

The European Commission (EC) says it has requested information from Elon Musk's X related to the algorithms that determine the content it recommends to
