Trump did not say on Friday what law he would invoke to send troops to Memphis. A federal judge ruled earlier in September that the National Guard’s deployment in Los Angeles this summer violated federal law due to the troops’ use in civil law enforcement functions.

This week, President Trump announced he will be sending National Guard troops to Memphis, Tennessee. He says it’s to clamp down on crime. Tennessee State Rep. Justin J. Pearson represents parts of Memphis and says that the administration has done nothing to address the root causes of crime and explains why “we should all be terrified by what we are seeing.

Gov. Sanders has enlisted the help of the Arkansas National Guard to help ICE with immigration enforcement. However, some say it's fueling fear in some communities.
