190. The umask acts as a set of permissions that applications cannot set on files. It's a file mode creation mask for processes and cannot be set for directories itself. Most applications would not create files with execute permissions set, so they would have a default of 666, which is then modified by the umask.

If you mask a service, then that creates a new symlink to /dev/null in /etc/systemd/system where systemd looks for unit files to load at boot. In this case, there is no real unit file. In my case it was installing a new repository (for an unrelated service) that just happened to have a downgraded version of mariadb-server. When I ran the apt upgrade, mariadb got downgraded and the service "masked".

The user definitely will be able to open ('execute') directories (see more on why directories have to be executable in my answer here). However, files must always be made executable by entering chmod u+x myfile; they are never automatically executable.
