Each city in the county has a different ordinance. There is also a state law that prohibits signs in the public right-of-way. Understand the rules.

SAN DIEGO COUNTY COMMUNITY SIGNS AND BANNERS IN THE PUBLIC RIGHT OF WAY FREQUENTLY ASKED QUESTIONS (FAQ) Community Standards 1. Will signs be required to comply with Community Design Review Area Regulations/Guidelines and established community plan issues, policies and goals?

The San Diego County Zoning Ordinance (Zoning Ordinance) and San Diego County Code of Regulatory Ordinances (County Code) define regulations applicable to signs and banners in the public right-of-way.

(1) Any sign that is subject to a development permit in accordance with the following separately regulated use regulations (Chapter 14, Article 1): (A) Comprehensive sign plans (Section 141.1103) adopted January 1, 2000 or later; (B) Revolving projecting signs (Section 141.1104); (C) Signs with automatic changing copy (Section 141.1105); and

Sign permits are required for the installation or alteration of signs on private property. If the sign requires structural alterations to an existing building. When the California Building Code, Chapter 17 requires special inspections for the sign installation. (see Technical Bulletin BLDG 17-4).

Traffic Section personnel install and maintain over 2,000 traffic signs every month. The section's sign shop produces many different types of new traffic signs, which are installed by our sign crews.
